14.—(1) A person is not entitled to a welfare supplementary payment unless the person is resident in Northern Ireland.
(2) Where a person is temporarily absent from Northern Ireland, the person is nonetheless to be treated for the purposes of this regulation as present in Northern Ireland if the period of absence is disregarded for the purposes of regulation 11 of the Universal Credit Regulations.
