10.—(1) Subject to section 11, the Panel shall determine its own procedure and when it is to meet.
(2) The validity of the Panel’s proceedings and determinations shall not be affected by—
(a)a vacancy among the Panel members; or
(b)a defect in the appointment of any Panel member.
