Schedule 2 (which makes minor and consequential amendments) has effect.

The statutory provisions specified in Schedule 3 are repealed to the extent specified there.

This Act, except this section and section 23, shall come into operation on such day or days as the Department of Agriculture and Rural Development may by order appoint.

An order made under subsection (1) may contain such transitional provisions as appear to the Department of Agriculture and Rural Development to be necessary or expedient in connection with the provisions brought into operation by the order.
