Regulations may make such provision as the Department considers necessary or expedient—
a
in connection with the coming into operation of any provision of, or repeal relating to, this Part, or
b
otherwise for the purposes of, or in connection with, the transition to employment and support allowance.

The following provisions of this Schedule are not to be taken as prejudicing the generality of sub-paragraph (1).
