Except as provided by subsection (2), this Act shall come into operation on the expiration of the period of two months from the date on which it receives Royal Assent.

Sections 2, 3 and 7 (and Schedule 2) shall come into operation on such day or days as the Department may by order appoint.

An order under subsection (2) may include such transitional provisions and savings as the Department thinks necessary or expedient.
