6Rheoliadau ynghylch y pŵer i gydlafurio

(1)Caiff rheoliadau ddarparu ar gyfer—
(a)yr amgylchiadau pan na fo'r ddyletswydd yn adran 3(1) yn gymwys;
(b)yr amgylchiadau pan na fo'n ofynnol i gorff addysg arfer pwerau cydlafurio, neu pan na chaniateir iddo eu harfer;
(c)swyddogaethau corff addysg na chaniateir eu dirprwyo o dan baragraffau (d), (e) ac (f) o adran 5(2);
(d)yr amodau y mae'n rhaid eu bodloni i arfer pwerau cydlafurio;
(e)y modd y mae swyddogaethau i'w cyflawni o dan drefniadau cydlafurio;
(f)unrhyw faterion eraill sy'n berthnasol i arfer pwerau cydlafurio.
(2)Caiff rheoliadau ddarparu ar gyfer y canlynol—
(a)bod cyrff addysg yn sefydlu cyd-bwyllgor o'r cyrff hynny at ddibenion trefniadau o dan adran 5(2)(f) (“cyd-bwyllgor”);
(b)penodi personau i wasanaethu ar gyd-bwyllgor (gan gynnwys darparu ynghylch y cyfyngiadau neu'r gofynion eraill sy'n ymwneud ag unrhyw benodiadau o'r fath) a'u diswyddo;
(c)penodi clerc i gyd-bwyllgor (gan gynnwys darparu ynghylch y cyfyngiadau neu'r gofynion eraill sy'n ymwneud ag unrhyw benodiad o'r fath) a diswyddo'r clerc;
(d)bod cyd-bwyllgor yn penodi un o'u plith i weithredu fel clerc at ddibenion cyfarfod pan fo'r clerc yn methu â bod yn bresennol;
(e)hawliau personau i fynychu cyfarfodydd cyd-bwyllgor;
(f)cyfyngiadau ar bersonau sy'n cymryd rhan mewn trafodion cyd-bwyllgor;
(g)diddymu cyd-bwyllgorau;
(h)is-bwyllgorau i gyd-bwyllgorau (gan gynnwys darpariaeth i swyddogaethau'r cyd-bwyllgor gael eu harfer gan is-bwyllgor a darpariaeth mewn perthynas ag is-bwyllgorau y caniateir ei gwneud mewn perthynas â chyd-bwyllgor o dan yr adran hon);
(i)materion eraill sy'n ymwneud â chyfansoddiad neu weithdrefn cyd-bwyllgor.
(3)Mae'r pŵer yn is-adran (4) yn gymwys mewn perthynas â'r canlynol—
(a)swyddogaethau'r cyrff addysg sydd i'w cyflawni o dan baragraffau (d), (e) ac (f) o adran 5(2);
(b)y cyrff addysg y mae'r swyddogaethau hynny i'w cyflawni ganddynt.
(4)Caiff rheoliadau ddarparu bod unrhyw ddeddfiad i gael effaith yn ddarostyngedig i'r holl addasiadau angenrheidiol yn y modd y mae'n gymwys mewn perthynas â'r swyddogaethau hynny a'r cyrff y maent i'w cyflawni ganddynt.
