Defnyddir y term darpariaeth i ddisgrifio elfen ddiffiniadwy mewn darn o ddeddfwriaeth sy'n cael effaith ddeddfwriaethol – megis Rhan, Pennod neu adran. Mae fersiwn o ddarpariaeth yn rhagolygol naill ai:
- os nad yw'r ddarpariaeth (Rhan, Pennod neu adran) erioed wedi dod i rym neu;
- pan fo testun y ddarpariaeth wedi'i newid, ond nad oes dyddiad wedi'i bennu eto gan y person neu'r corff priodol i'r newidiadau hynny i ddod i rym.
Gall Gorchmynion Cychwyn a restrir yn y blwch 'Newidiadau i Ddeddfwriaeth' fel rhai sydd heb eu gwneud eto ddod â'r fersiwn ragolygol hon i rym.

Changes to Legislation
Efallai na fydd deddfwriaeth ddiwygiedig sydd ar y safle hwn yn gwbl gyfoes. Ar hyn o bryd mae unrhyw newidiadau neu effeithiau hysbys a wnaed gan ddeddfwriaeth ddilynol wedi'u gwneud i destun y ddeddfwriaeth yr ydych yn edrych arni gan y tîm golygyddol. Gweler 'Cwestiynau Cyffredin' am fanylion ynglŷn â'r amserlenni ar gyfer nodi a chofnodi effeithiau newydd ar y safle hwn.

RHAN 2LL+CDARPARIAETHAU ERAILL SY'N GYMWYS PAN FO REFFERENDWM YN OFYNNOL
Cynigion amlinellol wrth gefn rhag ofn y gwrthodir newid mewn refferendwmLL+C
9(1)Mae'r paragraff hwn yn gymwys i awdurdod lleol os gweithrediaeth maer a chabinet yw'r ffurf arfaethedig ar weithrediaeth (a'i bod yn unol â hynny'n ddarostyngedig i gymeradwyaeth mewn refferendwm).
(2)Rhaid i'r awdurdod lleol lunio amlinelliad o'r cynigion wrth gefn (“cynigion amlinellol wrth gefn”) y mae'n bwriadu eu rhoi ar waith os gwrthodir y cynigion i newid i weithrediaeth maer a chabinet mewn refferendwm, a rhaid iddo'i gymeradwyo drwy benderfyniad.
(3)Cynigion yw cynigion wrth gefn ar gyfer gwneud newid i drefniadau gweithrediaeth sy'n darparu ar gyfer gweithrediaeth arweinydd a chabinet (Cymru).
(4)Mae paragraff 2(2) yn gymwys i'r cynigion amlinellol wrth gefn fel y mae'n gymwys i gynigion o dan y paragraff hwnnw.
(5)Rhaid i'r cynigion amlinellol wrth gefn gynnwys amserlen mewn cysylltiad â rhoi ar waith (yn unol â pharagraff 11) gynigion manwl wrth gefn os digwydd na chymeradwyir newid i weithrediaeth maer a chabinet yn y refferendwm.
(6)Rhaid i'r awdurdod lleol gydymffurfio ag is-baragraff (2) ar yr adeg y mae'n cydymffurfio â pharagraff 2(1).
(7)Rhaid i'r awdurdod lleol anfon copi o'r cynigion amlinellol wrth gefn y mae wedi eu cymeradwyo at Weinidogion Cymru.
(8)Rhaid i'r awdurdod lleol gydymffurfio ag is-baragraff (7) ar yr adeg y mae'n cydymffurfio â pharagraff 2(3).

Camau gweithredu os gwrthodir newid mewn refferendwmLL+C
10(1)Mae'r paragraff hwn yn gymwys i awdurdod lleol—
(a)os gweithrediaeth maer a chabinet yw'r ffurf arfaethedig ar weithrediaeth, a
(b)os nad yw'r ffurf arfaethedig yn cael ei chymeradwyo yn y refferendwm ar newid i'r ffurf honno ar weithrediaeth.
(2)Rhaid i'r awdurdod lleol gyhoeddi hysbysiad—
(a)sy'n crynhoi cynigion yr awdurdod lleol a oedd yn destun y refferendwm,
(b)sy'n datgan bod refferendwm ar gynigion yr awdurdod lleol wedi gwrthod y cynigion hynny,
(c)sy'n nodi cynigion amlinellol wrth gefn yr awdurdod lleol, a
(d)sy'n datgan bod yr awdurdod, o dan y cynigion amlinellol wrth gefn, yn bwriadu gweithredu gweithrediaeth arweinydd a chabinet (Cymru).
(3)Rhaid i'r awdurdod lleol gydymffurfio ag is-baragraff (2) cyn gynted ag y bo'n ymarferol ar ôl y refferendwm.
(4)Rhaid i'r awdurdod lleol lunio cynigion manwl wrth gefn sy'n seiliedig ar y cynigion amlinellol wrth gefn, a rhaid iddo eu cymeradwyo drwy benderfyniad.
(5)Mae paragraffau 2(2), 3 a 7(2) a (3) yn gymwys i'r cynigion manwl wrth gefn fel y maent yn gymwys i gynigion o dan baragraff 2.
(6)Rhaid i'r awdurdod lleol anfon copi o'r cynigion manwl wrth gefn at Weinidogion Cymru.
(7)Rhaid i'r awdurdod lleol gydymffurfio ag is-baragraff (6) o fewn y cyfnod o dau fis sy'n dechrau ar ddiwrnod y refferendwm.
