Except as provided in subsection (3), it is the duty of a local authority to enforce the provisions of this Measure in relation to its area.

Schedule 1 makes provision in relation to enforcement by local authorities.

Subsection (1) has effect subject to the provisions of Schedule 2 (Building work supervised otherwise than by local authorities).
