1Dyletswydd i roi sylw dyledus i'r Confensiwn ar Hawliau'r Plentyn

(1)Oddi ar ddechrau Mai 2014, rhaid i Weinidogion Cymru, wrth arfer unrhyw un neu ragor o'u swyddogaethau, roi sylw dyledus i ofynion—
(a)Rhan I o'r Confensiwn,
(b)erthyglau 1 i 7 o'r Protocol Dewisol i'r Confensiwn ar Hawliau'r Plentyn ar dynnu plant i mewn i wrthdaro arfog, ac eithrio erthygl 6(2), ac
(c)erthyglau 1 i 10 o'r Protocol Dewisol i'r Confensiwn ar Hawliau'r Plentyn ar werthu plant, puteindra plant a phornograffi plant.
(2)Oddi ar ddechrau Mai 2012 hyd at ddiwedd Ebrill 2014, rhaid i Weinidogion Cymru, wrth wneud unrhyw benderfyniad sydd yn dod o fewn is-adran (3), roi sylw dyledus i ofynion Rhan I o'r Confensiwn a'r Protocolau.
(3)Mae penderfyniad yn dod o dan yr is-adran hon os yw'r penderfyniad yn ymwneud ag unrhyw un neu ragor o'r canlynol—
(a)darpariaeth y bwriedir ei chynnwys mewn deddfiad;
(b)fformiwleiddio polisi newydd;
(c)adolygiad o bolisi sydd eisoes mewn bod neu newid i bolisi sydd eisoes mewn bod.
(4)Mae cyfeiriadau yn y Mesur hwn at ddyletswydd Gweinidogion Cymru o dan yr adran hon yn cyfeirio—
(a)oddi ar ddechrau Mai 2012 hyd at ddiwedd Ebrill 2014, at y ddyletswydd yn is adran (2); a
(b)oddi ar ddechrau Mai 2014, at y ddyletswydd yn is-adran (1).
(5)Mae'r adran hon yn gymwys i'r Prif Weinidog ac i Weinidogion Cymru fel ei gilydd (ac mae unrhyw gyfeiriad yn y Mesur hwn at y ddyletswydd o dan yr adran hon i'w ddarllen yn unol â hynny).
