F1When making regulations under Article 15(2) in relation to Part C of Annexes 5, 6 and 7 or in order to establish new closed or restricted areas F2, a fisheries administration must have regard to the following elements in respect of such closed or restricted areas:

1. (a)

   the objective of the closure;

2. (b)

   the geographical extent and duration of the closure;

3. (c)

   restrictions on specific gear; and

4. (d)

   control and monitoring arrangements.
