In accordance with Articles 12 and 13 of the Convention, the F1Secretary of State must cooperate with other Parties to the Convention in providing appropriate and timely technical and financial assistance to developing countries and countries with economies in transition to assist them, upon request and within available resources and taking into account their particular needs, to develop and strengthen their capacity to fully implement their obligations under the Convention.
