3.Without prejudice to Article 7 of this Regulation, the TAC for the stock of Norway lobster in ICES zones 2a and 4 may be the sum of the catch limits of the functional units and of the statistical rectangles outside the functional units.
4.When scientific advice indicates that recreational fisheries have a significant impact on the fishing mortality of a particular stock, [F3any person determining fishing opportunities] shall take them into account and may limit recreational fisheries F4... in order to avoid exceeding the total target of fishing mortality.
