This Regulation applies to the monitoring and reporting by [F1the Secretary of State] and manufacturers of heavy-duty vehicles of data on new heavy-duty vehicles.
It applies with regard to the following vehicle categories:
vehicles of categories M1, M2, N1 and N2 with a reference mass that exceeds 2 610 kg and which do not fall within the scope of Regulation (EC) No 715/2007 of the European Parliament and of the Council(1), [F2as it has effect in domestic law or, as the case may be, as that Regulation has effect in EU law as amended from time to time and by virtue of the Northern Ireland Protocol,] and all vehicles of categories M3 and N3;
vehicles of categories O3 and O4.
For the purposes of this Regulation, those vehicles are referred to as heavy-duty vehicles.
