[F2Competent authorities] may collect fees or charges to cover the costs of [F3any activities they carry out under this Regulation or under legislation made using the powers included in this Regulation, including official controls or other official activities] other than those fees or charges referred to in Article 79, unless prohibited by the legislative provisions applicable in the areas governed by the rules referred to in Article 1(2).
