2.If [F3the relevant authority] does not make products under the school scheme available free of charge, it shall explain in its strategy [F4(as referred to in Article 23(8) of Regulation (EU) No 1308/2013)] the arrangements it has put in place to ensure that [F5school scheme aid] is reflected in the price at which those products are made available.
[F63.The relevant authority must publish its strategy online by 30 April preceding the first school year covered by the strategy, or as soon as reasonably practicable thereafter.]
