Each TSO shall ensure that fall-back solutions are in place in case F3the procedure referred to in paragraph 2 fails.
2.
Where the procurement of balancing services fails, the concerned TSOs shall repeat the procurement process. TSOs shall inform market participants that fall-back procedures will be used as soon as possible.
