This Regulation shall not preclude the application of:

1. (a)

   any special rules laid down in agreements concluded between the Union and third countries;

2. (b)
   the Union Regulations in the agricultural sector and Council Regulations (EC) No 1667/20068, (EC) No 614/20099 and (EC) No 1216/200910. This Regulation shall operate by way of complement to those Regulations and in derogation from any provisions thereof which preclude the application of anti-dumping duties;
3. (c)

   special measures, provided that such action does not run counter to obligations under the General Agreement on Tariffs and Trade 1994.
