Commission Regulation (EU) 2015/2002 of 10 November 2015 amending Annexes IC and V to Regulation (EC) No 1013/2006 of the European Parliament and of the Council on shipments of waste (Text with EEA relevance)

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EC) No 1013/2006 of the European Parliament and of the Council of 14 June 2006 on shipments of waste(1), and in particular Article 58(1) thereof,
Whereas:
(1) Commission Regulation (EU) No 1357/2014(2) replacing Annex III to Directive 2008/98/EC of the European Parliament and of the Council(3) amends the hazardous properties of waste to align it with changes introduced by Regulation (EC) No 1272/2008 of the European Parliament and of the Council(4). In this amendment, the hazardous properties H1-H15 are renamed to HP1-HP15 in order to avoid potential confusion with the hazard statement codes defined in Regulation (EC) No 1272/2008. That Regulation applies from 1 June 2015.
(2) Annex IC to Regulation (EC) No 1013/2006 providing specific instructions for completing the notification and movement documents makes reference to the old naming of the hazardous properties and therefore should be updated accordingly.
(3) Commission Decision 2014/955/EU(5) replaces the wastes listed in the Annex to Commission Decision 2000/532/EC(6) to reflect technical and scientific progress. Decision 2014/955/EU applies from 1 June 2015.
(4) Part 2 of Annex V to Regulation (EC) No 1013/2006 lists the wastes listed in the Annex to Decision 2000/532/EC. Following the amendment of Decision 2000/532/EC, Annex V to Regulation (EC) No 1013/2006 should be adjusted to those changes. Therefore, this Regulation should apply from the same date as Regulation (EU) No 1357/2014 and Decision 2014/955/EU.
(5) Regulation (EC) No 1013/2006 should therefore be amended accordingly.
(6) The measures provided for in this Regulation are in accordance with the opinion of the Committee established by Article 39 of Directive 2008/98/EC,

Commission Decision 2014/955/EU of 18 December 2014 amending Decision 2000/532/EC on the list of waste pursuant to Directive 2008/98/EC of the European Parliament and of the Council (OJ L 370, 30.12.2014, p. 44).
