Article 49Programming
1.
Cross-border cooperation programmes shall be drawn up in accordance with the model programme provided by the Commission and shall be prepared jointly by the participating countries and submitted to the Commission by electronic means.
2.
A cross-border cooperation programme shall consist of thematic priorities in accordance with Article 29.
