An applicant may be replaced by another producer in respect of all of its rights and obligations under this Regulation by informing the F1assessing competent authority, through a joint declaration by the applicant and the other producer. In that case, the applicant and the other producer shall, at the same time, inform the F2other competent authorities and any other applicants that have submitted an application for the same active substance of the replacement.
