[F1The Secretary of State] shall take such measures as may be necessary to ensure that [F2the United Kingdom's] authorisation procedures are secure and that the authenticity of authorisation documents can be verified or validated.
Verification and validation may also, where appropriate, be ensured by means of diplomatic channels.
