THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EC) No 661/2009 of the European Parliament and of the Council of 13 July 2009 concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor, and in particular Article 14(1)(a) thereof,
Whereas:

Regulation (EC) No 661/2009 is a separate Regulation for the purposes of type-approval provided for in Directive 2007/46/EC of the European Parliament and of the Council of 5 September 2007 establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles (Framework Directive).

Commission Regulation (EU) No 19/2011 of 11 January 2011 concerning type-approval requirements for the manufacturer’s statutory plate and for the vehicle identification number of motor vehicles and their trailers and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor is one of the implementing measures with regard to the provisions of Article 5 of Regulation (EC) No 661/2009.

Regulation (EU) No 19/2011 introduced the possibility for vehicle manufacturers to use self-adhesive labels for the making of the statutory plates. In order to ease the making of such labels by data processing, as well as their printing by electronic means, it is necessary to adapt the existing technical requirements to the specificities of these modern techniques.

Regulation (EU) No 19/2011 should therefore be amended accordingly.
