1.Before issuing [F1a] declaration of conformity or suitability for use pursuant to Article 5 of Regulation (EC) No 552/2004, manufacturers of constituents of the systems referred to in Article 2(1) of this Regulation shall assess the conformity or suitability for use of these constituents in compliance with the requirements set out in Annex IV, Part A, to this Regulation.
2.Where a certificate issued in accordance with Regulation (EC) No 216/2008 of the European Parliament and of the Council(1) applies to constituents, it shall be considered as [F2a] declaration of conformity or suitability for use if it includes a demonstration of compliance with the applicable interoperability, performance and safety requirements of this Regulation.
