1 Where paragraph (2) applies, detergents and surfactants for detergents are to be treated as being in conformity with Article 3(1).

2 This paragraph applies where the detergent or surfactant for a detergent—

(a) is in conformity with Article 3(1) of Regulation (EC) No 648/2004 as it has effect in EU law; and

(b) is a qualifying Northern Ireland good.]
