A person seeking an authorisation for a substance in accordance with a specific measure, where that substance has not yet been authorised by the appropriate authority, must submit an application in accordance with Article 9(1) and any relevant provisions in the specific measure concerned.

No substance shall be authorised unless it has been adequately and sufficiently demonstrated that, when used under the conditions to be set F2out in the authorisation concerned, the final material or article satisfies the requirements of Article 3 and, where they apply, Article 4 F3and any relevant specific measures.
