1.For the purposes of this Regulation, ‘appropriate Minister’ means:
(a)in relation to England, the Secretary of State;
(b)in relation to Wales, the Welsh Ministers;
(c)in relation to Scotland, the Scottish Ministers.
2.For the purposes of this Regulation, ‘appropriate authority’ means:
(a)in relation to England, the Secretary of State;
(b)in relation to Wales, the Welsh Ministers;
(c)in relation to Scotland, the Scottish Ministers.
3 But the appropriate authority is the Secretary of State in relation to Scotland, if consent is given by the Scottish Ministers.]
