1.

For the purposes of this Regulation, ‘appropriate Minister’ means:

(a)

in relation to England, the Secretary of State;

(b)

in relation to Wales, the Welsh Ministers;

(c)

in relation to Scotland, the Scottish Ministers.

2.

For the purposes of this Regulation, ‘appropriate authority’ means:

(a)

in relation to England, the Secretary of State;

(b)

in relation to Wales, the Welsh Ministers;

(c)

in relation to Scotland, the Scottish Ministers.

(3)

But the appropriate authority is the Secretary of State in relation to Scotland, if consent is given by the Scottish Ministers.
