By 18 December 2020 and every five years thereafter, Member States shall submit to the Commission a report on the application of this Directive.

Every five years the Commission shall present a report to the European Parliament, the Council and the European Economic and Social Committee, reviewing the application and effectiveness of this Directive. The report shall be accompanied, if necessary, by appropriate proposals.
