Before 19 April 2018 the Commission shall submit a report to the European Parliament and the Council regarding the implementation and functioning of this Directive.

The report shall be based on a consultation of relevant stakeholders.

The report shall be accompanied, where appropriate, by a proposal for revision of this Directive.
