CHAPTER VFINAL PROVISIONS
Article 12Implementing measures
1.
The implementing measures adopted in accordance with the procedure referred to in Articles 5 and 7 of Decision 1999/468/EC having regard to the provisions of Article 8 thereof must not modify the essential provisions of the Directives.

The period laid down in Article 5(6) of Decision 1999/468/EC shall be set at three months.
3.
Should the conditions established under the Treaty governing the exercise of implementing powers conferred on the Commission be modified, the Commission shall review this Directive and, if appropriate, propose amendments. Such a review shall in any case be carried out by 31 December 2007 at the latest.
Article 13Transposition
Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 13 May 2005.
When Member States adopt these provisions, they shall contain a reference to this Directive or shall be accompanied by such a reference on the occasion of their official publication. The methods of making such reference shall be laid down by Member States.
Article 14Entry into force
This Directive shall enter into force on the 20th day following its publication in the Official Journal of the European Union.
Article 15Addressees
This Directive is addressed to the Member States.
