Article 25Procedures for amending this Directive and its Annexes and for the adoption of further detailed rules for the implementation of this Directive

This Directive may if necessary be amended by the Council, acting by a qualified majority on a proposal from the Commission, to take account of developments in scientific and technical knowledge.
2.
However, the Annexes to this Directive shall be amended in accordance with the procedure laid down in Article 26(2).
3.
Any detailed rules necessary for the implementation of this Directive may be adopted in accordance with the procedure laid down in Article 26(2).
