The Member States shall require that basic seed and certified seed of all kinds be marketed only in sufficiently homogeneous F1lots and in sealed X1packages bearing, as prescribed in Articles 9 and 10, a sealing device and markings.

Member States may, for the marketing of small quantities to the final consumer, provide for derogations from the provisions of paragraph 1 in respect of packaging, sealing and marking.
