amending Decision 2012/389/CFSP on the European Union Capacity Building Mission in Somalia (EUCAP Somalia)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Articles 42(4) and 43(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
On 16 July 2012 the Council adopted Decision 2012/389/CFSP1 concerning the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP NESTOR).
On 12 December 2016 the Council adopted Decision (CFSP) 2016/22402, which amended the Mission’s mandate to focus it on capacity building in Somalia and changed the Mission’s name to EUCAP Somalia.
On 10 December 2018 the Council adopted Decision (CFSP) 2018/19423 amending Decision 2012/389/CFSP to extend EUCAP Somalia and provide it with a financial reference amount for the period until 31 December 2020. This financial reference amount was increased by Council Decision (CFSP) 2020/6634.
In the context of the Holistic and coordinated Strategic Review of CSDP engagement in Somalia and the Horn of Africa, the Political and Security Committee agreed to extend EUCAP Somalia until 31 December 2022 and to amend its mandate.
Decision 2012/389/CFSP should be amended accordingly,
