Council Decision (CFSP) 2017/2161

amending Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine)

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 28, Article 42(4) and Article 43(2) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 22 July 2014, the Council adopted Decision 2014/486/CFSP1 on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine).

On 3 December 2015, the Council adopted Decision (CFSP) 2015/22492, extending the mandate until 30 November 2017 and providing EUAM Ukraine with a financial reference amount until 30 November 2016.

Council Decision (CFSP) 2016/7123 adapted the financial reference amount for the period until 30 November 2016, and Council Decision (CFSP) 2016/20834 provided for a financial reference amount for the period from 1 December 2016 until 30 November 2017.

Following the 2017 Strategic Review, EUAM Ukraine should be extended until 31 May 2019.

A financial reference amount for the period from 1 December 2017 until 31 May 2019 should be provided for.

Decision 2014/486/CFSP should therefore be amended accordingly.

EUAM Ukraine will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union's external action as set out in Article 21 of the Treaty,
