The HR shall report to the Council on the implementation of this Decision on the basis of quarterly narrative reports prepared by CAR. Those reports shall form the basis of the evaluation carried out by the Council. In order to assist the Council in its evaluation of the results of this Decision, an external entity shall carry out an evaluation of the project.

The Commission shall report on the financial aspects of the project referred to in Article 1.
