               <Text>THE COUNCIL OF THE EUROPEAN UNION,</Text>
            </P>
            <P>
               <Text>Having regard to the Treaty on European Union, and in particular Article 29 thereof,</Text>
            </P>
            <P>
               <Text>Whereas:</Text>
            </P>

               <P>
                  <Text>On 28 February 2011, the Council adopted Decision 2011/137/CFSP<FootnoteRef Ref="f00001"/>.</Text>
               </P>
            </Division>
            <Division>
               <Number>(2)</Number>
               <P>
                  <Text>On 27 June 2014, the Sanctions Committee established pursuant to United Nations Security Council Resolution (‘UNSCR’) 1970 (2011) concerning Libya updated the list of individuals and entities subject to restrictive measures. The lists set out in Annexes I and III to Decision 2011/137/CFSP should therefore be amended accordingly.</Text>

               <P>
                  <Text>On 27 August 2014, the United Nations Security Council adopted UNSCR 2174 (2014), extending the application of the travel ban and asset freeze measures as set out in paragraph 22 of UNSCR 1970 (2011) and paragraph 23 of UNSCR 1973 (2011).</Text>
               </P>
            </Division>

               <Number>(4)</Number>
               <P>
                  <Text>In addition, UNSCR 2174 (2014) amends the scope of the arms embargo imposed by paragraph 9 of UNSCR 1970 (2011), paragraph 13 of UNSCR 2009 (2011) and paragraphs 9 and 10 of UNSCR 2095 (2013). It is therefore necessary to amend Decision 2011/137/CFSP in order to further clarify the scope of the arms embargo.</Text>

                  <Text>Decision 2011/137/CFSP should therefore be amended accordingly.</Text>

                                             <Text>the provision of technical assistance, training or other assistance, including personnel, related to such equipment;</Text>
