F21.

The financial reference amount intended to cover the expenditure related to EUCAP Sahel Niger for the period from  16 July 2012 to  31 October 2013 shall be EUR  8 700 000 .

The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from  1 November 2013 to  15 July 2014 shall be EUR  6 500 000 .

The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from  16 July 2014 to  15 July 2015 shall be EUR  9 155 000 .

The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from  16 July 2015 to  15 July 2016 shall be EUR  18 400 000 .

F3The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from 16 July 2016 to 15 July 2017 shall be EUR 26 300 000 .

F4The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from 16 July 2017 to 30 September 2018 shall be EUR  31 000 000 .

F5The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from  1 October 2018 to  30 September 2020 shall be EUR  63 400 000 .

F6The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from 1 October 2018 to 30 September 2020 shall be EUR  63 400 000,0 .

F7The financial reference amount to cover the expenditure related to EUCAP Sahel Niger for the period from 1 October 2020 to 30 September 2022 shall be EUR 73 758 441,09 .

All expenditure shall be managed in accordance with the rules and procedures applicable to the general budget of the Union. Participation of natural and legal persons in the award of procurement contracts by EUCAP Sahel Niger shall be open without limitations. Moreover, no rule of origin for the goods purchased by EUCAP Sahel Niger shall apply.

EUCAP Sahel Niger shall be responsible for the implementation of its budget. For that purpose, EUCAP Sahel Niger shall sign an agreement with the Commission.

Without prejudice to the Agreement between the European Union and the Republic of Niger on the status of the European Union mission in Niger CSDP (EUCAP Sahel Niger) 2 , EUCAP Sahel Niger shall be responsible for any claims and obligations arising from the implementation of its mandate as of 16 July 2014 , with the exception of claims relating to serious misconduct by the Head of Mission, for which he/she shall bear responsibility.

The implementation of the financial arrangements shall be without prejudice to the chain of command as provided for in Articles 4, 5 and 6 and the operational requirements of EUCAP Sahel Niger, including compatibility of equipment and interoperability of its teams.

Expenditure shall be eligible as of 16 July 2012 .
