The staff provided by EUMS shall be financed in accordance with the rules applicable to the EUMS.

The staff provided by Member States shall be seconded national experts on free secondment.

Travel and other costs not covered by the budgets of the respective CSDP mission and operation shall be borne by the budget of the European External Action Service, subject to the applicable financial rules.
