The technical prescriptions necessary to carry out the tests specified in section 3.1 and section 3.2 of Annex I to Directive 2003/102/EC are laid down in the Annex to this Decision.
This Decision shall apply from 1 January 2004.
This Decision is addressed to the Member States.
