Y Gorchymyn hwn yw’r chweched gorchymyn cychwyn a wnaed gan Weinidogion Cymru o dan Ddeddf Iechyd a Gofal Cymdeithasol (Iechyd Cymunedol a Safonau) 2003 (“y Ddeddf”).
Mae erthygl 2 yn cychwyn, ar 1 Awst 2014, ddiddymiad adran 7B o Ddeddf Gwasanaethau Cymdeithasol Awdurdodau Lleol 1970 y mae gan Weinidogion Cymru y pŵer oddi tani i’w gwneud yn ofynnol, drwy Orchymyn, i awdurdodau lleol sefydlu gweithdrefnau cwyno. Nid oes angen y pŵer hwn bellach gan fod Gweinidogion Cymru yn gallu ei gwneud yn ofynnol i awdurdodau lleol sefydlu gweithdrefnau cwyno o dan bwerau yn adrannau 114 a 115 o’r Ddeddf.
