The Secretary of State is designated for the purposes of section 2(2) of the European Communities Act 1972 M1 in relation to merchant shipping M2 and the environment M3 .

The Secretary of State, in exercise of the powers conferred by section 2(2) of that Act, makes the following Regulations.
