This Order brings section 154 of the Local Government and Housing Act 1989 into force on 1st January 1992. Section 154 amends section 8 of the Public Libraries and Museums Act 1964 (c. 75) which makes provision with respect to charging by library authorities in England and Wales for library facilities made available by such authorities.
