390.Mae adran 140 yn darparu y caiff Gweinidogion Cymru, drwy orchymyn, ei gwneud yn ofynnol bod Bwrdd Diogelu Plant a Bwrdd Diogelu Oedolion yn uno i greu un Bwrdd. Rhaid i Weinidogion Cymru ymgynghori â phartneriaid Bwrdd Diogelu y mae’r cynigion yn ymwneud â hwy, yr Ysgrifennydd Gwladol a phersonau eraill y maent yn ystyried eu bod yn briodol cyn gwneud gorchymyn (gweler adran 141).
