The Minister for the Cabinet Office makes these Regulations in exercise of the powers conferred by sections 1(1) and (2), and 2(1)(b), (c) and (d) of the Trade (Australia and New Zealand) Act 2023(1).

2023 c. 9. Section 1(1)(a) gives the appropriate authority power to make appropriate provision for the purposes of implementing the “government procurement Chapters of the UK-Australia and UK-New Zealand FTAs” (defined in section 1(4), with section 1(5)). The minister is the “appropriate authority” for these purposes under section 3 of the Act.
