The Secretary of State for Education makes the following Order in exercise of the powers conferred by sections 16(1)(a) and (5) and 17(2)(b) of the Further and Higher Education Act 1992(1).

In accordance with section 16A(1) of that Act(2), the Secretary of State has published a draft of the proposed order in the prescribed manner(3).
