The Electoral Registration and Administration Act 2013 (Commencement No. 1) (Northern Ireland) Order 2014

The Secretary of State, in exercise of the powers conferred by sections 25(1) and 27(1) and (4) of the Electoral Registration and Administration Act 2013(1), makes the following Order:

Citation

1.  This Order may be cited as the Electoral Registration and Administration Act 2013 (Commencement No. 1) (Northern Ireland) Order 2014.

Provisions coming into force on 15th September 2014

2.  The following provisions of the Electoral Registration and Administration Act 2013 come into force in Northern Ireland on 15th September 2014—

(a)section 1 (individual registration);

(b)section 2(1) to (5) (applications for registration and verification of entitlement etc);

(c)section 4 (annual canvass);

(d)section 5 (invitations to register);

(e)section 7 (power to amend or abolish the annual canvass);

(f)section 8 (consulting Electoral Commission about proposals under section 7);

(g)section 9 (piloting of changes to the annual canvass);

(h)section 12 (interpretation of Part 1);

(i)section 13(1) and (2) (amendments and transitional provision), so far as not already in force;

(j)Schedule 1 (register of electors: alterations and removal);

(k)Schedule 3 (civil penalty for failing to make application when required by registration officer);

(l)Schedule 4 (amendments to do with Part 1), with the exception of—

(i)paragraph 9(4)(b),

(ii)paragraph 10(5), and

(iii)paragraph 23, so far as it omits paragraphs 5 and 6(2) of Schedule 1 to the Electoral Administration Act 2006(2); and

(m)Schedule 5 (transitional provision to do with Part 1), so far as not already in force.

EXPLANATORY NOTE

(This note is not part of the Order)

Article 2 brings into force for Northern Ireland the remaining uncommenced provisions extending to Northern Ireland in the Electoral Registration and Administration Act 2013 (c. 6), with the exception of the paragraphs of Schedule 4 listed in Article 2(l). The provisions brought into force by this Order were commenced for England and Wales and Scotland by S.I. 2014/414.
