The Secretary of State for Environment, Food and Rural Affairs has had regard to the desirability of maintaining a reasonable balance between the number of members of any local access forum appointed in accordance with paragraphs (a) and (b) of section 95(2) of the Countryside and Rights of Way Act 2000(1).
In exercise of the powers conferred upon him by sections 94(1), (3) and (4), and 95(1), (2) and (5) of that Act, he makes the following Regulations:
