The District of South Gloucestershire (Electoral Changes) Order 2007

Coming into force in accordance with article 1(2)

The Boundary Committee for England(1), under section 15(4)(2) of the Local Government Act 1992(3) (“the 1992 Act”), have conducted a review of the district of South Gloucestershire and have submitted to the Electoral Commission(4) recommendations dated May 2006.

A period of not less than six weeks has expired since the receipt of those recommendations.

The Electoral Commission have decided to give effect, with modifications, to those recommendations.

Accordingly, the Electoral Commission, in exercise of the powers conferred by sections 17(5) and 26(6) of the 1992 Act, make the following Order:

Citation and commencement

1.—(1) This Order may be cited as the District of South Gloucestershire (Electoral Changes) Order 2007.

(2) This Order comes into force—

(a)for the purpose of proceedings preliminary or relating to any election to be held on the ordinary day of election of councillors in 2007, on the day after that on which it is made;

(b)for all other purposes, on the ordinary day of election of councillors in 2007.

Interpretation

2.  In this Order—

“district” means the district of South Gloucestershire;

“existing”, in relation to a ward, means the ward as it exists on the date this Order is made;

“map” means the map marked “Map referred to in the District of South Gloucestershire (Electoral Changes) Order 2007”, of which prints are available for inspection at the principal office of the Electoral Commission: and any reference to a numbered sheet is a reference to the sheet of the map which bears that number;

“ordinary day of election of councillors” has the meaning given by section 37 of the Representation of the People Act 1983(7); and

“registration officer” means an officer appointed for the purpose of, and in accordance with, section 8(8) of the Representation of the People Act 1983.

Wards of the district of South Gloucestershire

3.—(1) The existing wards of the district(9) shall be abolished.

(2) The district shall be divided into thirty-five wards which shall be named as set out in column (1) of the Schedule.

(3) Each ward shall comprise the area designated on the map by reference to the name of the ward and demarcated by red lines.

(4) The number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (2) of the Schedule.

(5) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it shall be treated as running along the centre line of the feature.

Wards of the parish of Almondsbury

4.—(1) The existing wards of the parish of Almondsbury shall be abolished.

(2) The parish shall be divided into four wards which shall be named Almondsbury, Compton, Cribbs Causeway and Hallen.

(3) Each ward shall comprise the area designated on sheets 4, 5, 7 and 8 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Almondsbury ward shall be eight, for each of Compton and Cribbs Causeway wards shall be two, and for Hallen ward shall be one.

Wards of the parish of Bradley Stoke

5.—(1) The existing wards of the parish of Bradley Stoke shall be abolished.

(2) The parish shall be divided into seven wards which shall be named Baileys Court, Lakeside, Manor Farm, Meadowbank, Primrose Bridge, Stoke Brook and Woodlands.

(3) Each ward shall comprise the area designated on sheets 7 and 8 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Primrose Bridge ward shall be four, for Woodlands ward shall be three, for each of Baileys Court, Lakeside and Meadowbank wards shall be two, and for each of Manor Farm and Stoke Brook wards shall be one.

Wards of the parish of Dodington

6.—(1) The existing wards of the parish of Dodington shall be abolished.

(2) The parish shall be divided into three wards which shall be named North East, North West and South.

(3) Each ward shall comprise the area designated on sheets 8 and 9 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for North West ward shall be eight, for North East ward shall be four, and for South ward shall be three.

Wards of the parish of Hanham Abbots

7.—(1) The existing wards of the parish of Hanham Abbots shall be abolished.

(2) The parish shall be divided into two wards which shall be named Hanham Abbots East and Hanham Abbots West.

(3) Each ward shall comprise the area designated on sheet 10 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Hanham Abbots East ward shall be four, and for Hanham Abbots West ward shall be nine.

Wards of the parish of Mangotsfield Rural

8.—(1) The existing wards of the parish of Mangotsfield Rural(10) shall be abolished.

(2) The parish shall be divided into five wards which shall be named Badminton, Blackhorse, Emersons Green, Pomphrey and Springfield.

(3) Each ward shall comprise the area designated on sheets 8 and 10 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Badminton ward shall be four, and for each of Blackhorse, Emersons Green, Pomphrey and Springfield wards shall be three.

Wards of the parish of Oldland

9.—(1) The existing wards of the parish of Oldland(11) shall be abolished.

(2) The parish shall be divided into six wards which shall be named Barrs Court, Cadbury Heath, Longwell Green, Orchard, Willsbridge and Wraxall.

(3) Each ward shall comprise the area designated on sheet 10 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Wraxall ward shall be five, for each of Cadbury Heath and Longwell Green wards shall be three, for Barrs Court ward shall be two, and for each of Orchard and Willsbridge wards shall be one.

Wards of the parish of Patchway

10.—(1) The existing wards of the parish of Patchway shall be abolished.

(2) The parish shall be divided into three wards which shall be named Callicroft, Coniston and Stoke Lodge.

(3) Each ward shall comprise the area designated on sheet 7 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Callicroft ward shall be seven, for Coniston ward shall be five, and for Stoke Lodge ward shall be three.

Wards of the parish of Stoke Gifford

11.—(1) The existing wards of the parish of Stoke Gifford shall be abolished.

(2) The parish shall be divided into four wards which shall be named Central, North, South and University.

(3) Each ward shall comprise the area designated on sheets 7 and 8 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for Central ward shall be five, for each of North and University wards shall be three, and for South ward shall be one.

Wards of the parish of Thornbury

12.—(1) The existing wards of the parish of Thornbury shall be abolished.

(2) The parish shall be divided into five wards which shall be named Central, East, North East, North West and South.

(3) Each ward shall comprise the area designated on sheets 2, 3 and 5 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for North East ward shall be four, and for each of Central, East, North West and South wards shall be three.

Wards of the parish of Yate

13.—(1) The existing wards of the parish of Yate shall be abolished.

(2) The parish shall be divided into five wards which shall be named Central, North, South, South East and West.

(3) Each ward shall comprise the area designated on sheets 5, 6, 8 and 9 by reference to the name of the ward and demarcated by orange lines.

(4) The number of councillors to be elected for West ward shall be five, for North ward shall be four, for each of Central and South East wards shall be three, and for South ward shall be two.

Map

14.  South Gloucestershire District Council shall make a print of the map available for inspection at its offices by any member of the public at any reasonable time.

Electoral register

15.  The registration officer for the district shall make such rearrangement of, or adaptation of, the register of local government electors as may be necessary for the purposes of, and in consequence of, this Order.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order makes changes to the electoral arrangements for the district of South Gloucestershire following recommendations made by the Boundary Committee for England to the Electoral Commission.

The Electoral Commission accepted the Boundary Committee’s recommendations with modifications. The modifications concern the boundary between Bradley Stoke Central and Stoke Lodge ward and Bradley Stoke South ward and between Manor Farm and Lakeside parish wards of the parish of Bradley Stoke, and the boundary between Central and North East parish wards of the parish of Thornbury.

The electoral changes apply in respect of local government elections to be held on and after the ordinary day of election of councillors in 2007.

Article 3 abolishes the existing wards of the district and replaces them with 35 new ones. That article, the Schedule and the map also establish the names and areas of the new district wards and the numbers of district councillors for each ward.

Article 4 abolishes the existing parish wards of the parish of Almondsbury and replaces them with 4 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 5 abolishes the existing parish wards of the parish of Bradley Stoke and replaces them with 7 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 6 abolishes the existing parish wards of the parish of Dodington and replaces them with 3 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 7 abolishes the existing parish wards of the parish of Hanham Abbots and replaces them with 2 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 8 abolishes the existing parish wards of the parish of Mangotsfield Rural and replaces them with 5 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 9 abolishes the existing parish wards of the parish of Oldland and replaces them with 6 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 10 abolishes the existing parish wards of the parish of Patchway and replaces them with 3 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 11 abolishes the existing parish wards of the parish of Stoke Gifford and replaces them with 4 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 12 abolishes the existing parish wards of the parish of Thornbury and replaces them with 5 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 13 abolishes the existing parish wards of the parish of Yate and replaces them with 5 new ones. That article and the map also establish the names and areas of the new parish wards and the numbers of parish councillors for each ward.

Article 15 obliges the Electoral Registration Officer to make any necessary amendments to the electoral register to reflect the new electoral arrangements.

The map defined in article 2 shows the new district and parish wards. It is available at www.boundarycommittee.org.uk/your-area/southgloucestershire.cfm and, at all reasonable times, at the offices of South Gloucestershire District Council and at the principal office of the Electoral Commission at Trevelyan House, Great Peter Street, London SW1P 2HW.

The Boundary Committee for England is a committee of the Electoral Commission, established by the Electoral Commission in accordance with section 14 of the Political Parties, Elections and Referendums Act 2000 (“the 2000 Act”) (c.41).
