The Secretary of State, in exercise of the powers conferred on him by sections 140(4), 143(1) and (2) of, and paragraphs 1 and 5 of Schedule 11 to, the Local Government Finance Act 1988(1), and sections 19(1) and (2) and 26(3) and (4) of the Local Government Act 1992(2), and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals as required by section 8 of the Tribunals and Inquiries Act 1992(3), hereby makes the following Regulations:
