The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 171C of the Housing Act 1985(1), section 101 of the Local Government Act 1985(2), and of all other powers enabling them in that behalf, hereby make the following Regulations:–
